I used to have that problem as well, and what I did that worked wonders! (And with NO excercise) was drink lots of water! Drink half your weight in ounces(ex: if u weight 140lbs. Drink 70 ounces of water) also, during that time I was on the slimfast diet. One for breakfast and one for lunch and ate a sensible dinner. Once the pounds melted away, the cellulite was completely gone. It took me a few weeks.

Also I agree with the answer above to drink a lot of water. It helps get rid of the toxins stored in the fat in your cellulite area. You should also avoid alcohol, caffeine, and any processed foods.
Your strength training should also be complemented by an aerobic activity!

lunges and squats work really well for thighs. just keep at it and you will see results soon.
